A Wisconsin bill aims to mandate sprinklers in older apartment buildings and offer financial support to landlords for upgrades.

A new legislative proposal in Wisconsin could pave the way for mandatory fire sprinkler systems in older apartment buildings—while also providing financial assistance to landlords to help cover installation costs. The bill, introduced in response to deadly fires and growing safety concerns, seeks to modernize fire protection standards across the state.

 

Why the Bill Matters

The legislation follows a series of fatal apartment fires in Wisconsin, including a 2022 blaze in Madison that killed three people and a 2023 fire in Milwaukee that left dozens homeless. 

Many older buildings lack automatic sprinkler systems, which experts say are one of the most effective tools for saving lives during residential fires.

Under current state law, sprinkler mandates typically apply only to new construction or major renovations. The proposed bill would allow municipalities to require retrofitting in existing buildings—particularly those with multiple units or vulnerable populations.

 

💰 Financial Support for Landlords

To ease the financial burden, the bill includes provisions for:

  • State-backed grants and low-interest loans for sprinkler installation
  • Tax incentives for property owners who upgrade fire safety systems
  • Technical assistance for navigating code compliance and installation logistics

Supporters argue that these measures will help small landlords comply without risking displacement or rent hikes for tenants.

 

Political and Public Support

The bill has bipartisan backing and support from fire safety advocates, tenant organizations, and local governments. Milwaukee Fire Chief Aaron Lipski called it “a long-overdue step toward protecting lives in our most vulnerable housing stock.”

Opponents, however, caution against unfunded mandates and stress the need for flexible timelines and clear definitions of which buildings would be affected.

 

🔍 Could set precedent for other jurisdictions

The bill is expected to be reviewed by the Wisconsin State Assembly’s housing and public safety committees in November. If passed, it could set a precedent for other states grappling with aging infrastructure and rising fire risks.
