It is with great sadness that the Team of the Fire Statistics Center is pleased to announce that, February 1, 2024, the founder of the CTIF Statistics Center, Prof. Dr. Nikolay Nikolayevich Brushlinsky, passed away in Moscow. He initiated the Statistics Centre together with President Gunnar Haurum in the early 1990ies.

N.N. Brushlinsky was born on October 28, 1934 in Moscow, Doctor of Technical Sciences (1984), Professor (1986). He graduated from the Faculty of Mechanics and Mathematics of Lomonosov Moscow State University in 1958. He studied mathematics at the Lenin Military-Political Academy (1958-1960).

From 1960 to 2024 he worked at the Fire Academy of the State Fire Service of the Ministry of Emergency Situations of Russia (formerly the Higher School of the Ministry of Internal Affairs of the USSR, Higher School of the Ministry of Internal Affairs of Russia).

From 1960 to 1974 he was a lecturer, senior lecturer, associate professor of the Department of Higher Mathematics, since 1974 - head of the Department of Higher Mathematics, since 1976 - head of the Department of Economics and Management of the State Fire Service of the Russian Federation, in 1993 - head of the Educational and Scientific Complex of Organizational and Managerial Problems of the State Fire Service, since 1995 - Professor of the Department of Economics and Management of the State Fire Service, since 2003 - head of the Research Center for Safety Management of Complex Systems.

In the late 1960s, N.N. Brushlinsky created a scientific direction - system analysis and modeling of emergency and emergency rescue services of cities in order to increase the efficiency of their activities.

Within the framework of this scientific direction, he organized an international scientific school, havingtrained more than 45 candidates and 10 doctors of sciences for Russia, Latvia, Bulgaria, Hungary, Vietnam, Germany, Cuba, Poland, the Czech Republic, and other countries. In 1991, Prof. Brushlinsky was elected a corresponding member of the Russian Academy of Natural Sciences in the section "Mathematics, Computer Science, Cybernetics" as a major specialist in the field of mathematical modeling of complex systems. In 1994 he was elected an Academician of the Russian Academy of Natural Sciences.

N.N. Brushlinsky created a theory of the organization, functioning and management of the emergency services of cities. On its basis, he developed the first scientifically grounded standards for the organization of fire-fighting services. He developed the foundations of the theory of fire risks, which contributes to the improvement of the emerging theory of risk and safety in the world. N.N. Brushlinsky has published more than 350 scientific papers (monographs, books, textbooks, manuals, articles), 70 of which are abroad (Australia, Great Britain, Germany, USA, Yugoslavia, etc.).

In order to provide information support for all these studies, N.N. Brushlinsky created fire statistics, annual reports on the state of which are sent to 40-45 countries of the world and the UN. For this purpose, in 1995 he founded the Center for Fire Statistics at the International Technical Committee for Fire Prevention and Extinguishing (CTIF), which he has been leading for all these years.
